South Africa - Regulations on Traveling with Children

Category 1.

Traveling with 1 parent

Travel documents needed when child is traveling with 1 parent where parents are biological parents and both are on the Unabridged Birth Certificate;

1.     Valid passport of traveling parent and child

2.     Unabridged Birth Certificate (UBC) Plus one of the following

3.     Parental Consent Affidavit (PCA) not older than 6 months (signed by the parent not traveling, granting the traveling parent permission to travel with the child)

4.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child is traveling with 1 parent where parents are adoptive parents

1.     Valid passport of traveling parent and child Plus one of the following

2.     Unabridged Birth Certificate (UBC) or equivalent document reflecting particulars of adoptive parent(s) or biological parent(s)

3.     Court order confirming the adoption of the minor by the adoptive parent(s)

4.     Adoption Certificate Plus one of the following

5.     Parental Consent Affidavit (PCA) not older than 6 months

6.     Guardianship Order

7.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child is traveling with 1 parent where parents are divorced (or legally separated), with equal parental rights and responsibilities

1.     Valid passport of traveling parent and child

2.     Unabridged Birth Certificate (UBC)

Plus one of the following

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Court order granting FULL parental responsibilities and rights to the traveling parent

5.     Court order granted in terms of section 18(5) of the Children's Act, 2005

6.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child is traveling with 1 parent where parents are divorced (or legally separated), with full parental rights and responsibilities

1.     Valid passport of traveling parent and child

2.     Unabridged Birth Certificate (UBC)

3.     Court order granting FULL parental responsibilities and rights to the traveling parent

 

Travel documents needed when child is traveling with 1 legal guardian, who has joint legal guardianship

1.     Valid passport of traveling guardian and child

2.     Unabridged Birth Certificate (UBC)

3.     Guardianship Order Plus one of the following

4.     Parental Consent Affidavit (PCA) not older than 6 months

5.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child is traveling with 1 legal guardian, who has full legal guardianship

1.     Valid passport of traveling guardian and child

2.     Unabridged Birth Certificate (UBC)

3.     Guardianship Order

 

Travel documents needed when child is traveling with 1 parent where parent is widowed (biological parents)

1.     Valid passport of traveling parent and child

2.     Unabridged Birth Certificate (UBC)

3.     Death certificate of the deceased parent

 

Travel documents needed when child is traveling with 1 parent where parent is widowed (adoptive parents)

1.     Valid passport of traveling parent and child

2.     Death certificate of the deceased parent Plus one of the following

3.     Unabridged Birth Certificate (UBC) or equivalent document reflecting particulars of adoptive parent(s) or biological parent(s)

4.     Court order confirming the adoption of the minor by the adoptive parent(s)

5.     Adoption Certificate

 

Travel documents needed when child is traveling unaccompanied, where parent is a single parent (i.e. only one parent on the Unabridged Birth Certificate)

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Letter from the person who is to receive the minor in South Africa or foreign country; containing his or her residential address and contact details where the minor will be residing.

5.     Proof of identity of the person who is to receive the minor in South Africa or foreign country; either copy of the identity document, or valid passport and visa, or permanent residence permit

6.     Contact details of the parents or legal guardian of the minor

 

 

 

 

 

Travel documents needed when child is traveling unaccompanied, where parents are not married, but both parents are on the Unabridged Birth Certificate

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Letter from the person who is to receive the minor in South Africa or foreign country; containing his or her residential address and contact details where the minor will be residing.

4.     Proof of identity of the person who is to receive the minor in South Africa or foreign country; either copy of the identity document, or valid passport and visa, or permanent residence permit

5.     Contact details of the parents or legal guardian of the minor

Plus one of the following

6.     Parental Consent Affidavit (PCA) not older than 6 months

7.     Court order granting sole parental rights and responsibilities

8.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

 

Category 2

Travel documents needed when child is traveling with both biological parents

1.     Valid passports of both parents and child

2.     Unabridged Birth Certificate (UBC)

 

Travel documents needed when child is traveling with both adoptive parents

1.     Valid passports of both parents and child

2.     Unabridged Birth Certificate (UBC) Plus one of the following

3.     Court order confirming the adoption of the minor by the adoptive parent(s)

4.     Adoption Certificate

 

Travel documents needed when child is traveling with both legal guardians

1.     Valid passports of both guardians and child

2.     Unabridged Birth Certificate (UBC)

3.     Guardianship Order

 

Category 3

Travel documents needed when child has biological parents, but is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC) Plus one of the following

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet

 

 

 

Travel documents needed when child is an orphan (i.e. without legal guardian or adoption yet)

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child's parents are divorced (or legally separated), with equal parental rights and responsibilities, however child is traveling with an adult that is not a parent nor legal guardian.

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC) Plus one of the following

Travel documents needed when child has legal guardians with joint legal guardianship, however child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Guardianship Order Plus one of the following

4.     Parental Consent Affidavit (PCA) not older than 6 months

5.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet

 

Travel documents needed when child has one legal guardian with full legal guardianship, however child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Parental Consent Affidavit (PCA) not older than 6 months

 

 

 

 

Travel documents needed when child's biological parent is widowed, and child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Death certificate of the deceased parent

 

Travel documents needed when child's adoptive parent is widowed, and child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC) or equivalent document reflecting particulars of adoptive parent(s) or biological parent(s)

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Death certificate of the deceased parent

Plus one of the following

5.     Court order confirming the adoption of the minor by the adoptive parent(s)

Travel documents needed when child has a single parent (i.e. only one parent on the Unabridged Birth Certificate), and child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Parental Consent Affidavit (PCA) not older than 6 months

 

Travel documents needed when child's parents are not married (but both appear on the Unabridged Birth Certificate), however child is traveling with an adult that is not a parent nor legal guardian

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC) Plus one of the following

3.     Parental Consent Affidavit (PCA) not older than 6 months

4.     Guardianship Order

5.     Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.

 

Travel documents needed when child is in alternative care (i.e. foster care, youth care centre, temporary safe care)

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

3.     Letter from the Provincial Head of the Department of Social Development where the child resides, authorising his or her departure from the Republic as contemplated in section 169 of the Children's Act.

 

Travel documents needed when child is an orphan (i.e. without legal guardian or adoption yet)

1.     Valid passport of child

2.     Unabridged Birth Certificate (UBC)

Letter of Special Circumstances issued by Director-General of Home Affairs in the event that a parent or parents are incapacitated or deceased and no legal guardian has been appointed as yet.
